THE LEGAL CHAIN
Section 207 of the Criminal Code creates the route for a province to conduct and manage a lawful lottery scheme. Canada does not issue one national online-casino licence.
The province assigns regulatory and conduct-and-manage responsibilities. Ontario and Alberta permit approved private operators inside that structure; other provinces generally use a Crown or regional platform.
The casino site must appear in the applicable province’s official model or directory. A foreign licence, Canadian domain or nationwide television advert is not proof of provincial authorization.
Regulated markets apply technical, financial, identity, geolocation, anti-money-laundering and player-protection requirements to the operator and its gaming systems.
